Contruction Notes: This was certainly the most labour intensive costume I've made to date.

I ordered in the largest hoopskirt I could find anywhere online; it's still not quite as big as Kaylee's, but it's close enough.

There's eight rows of ruffles, each with two layers. I didn't have a ruffle foot or a serger until I'd all but finished the skirt (we got it just as I did the last layer on the top row). To give you an idea, I started with about 20 square metres of material, cut into six or seven strips, all hemmed and hand ruffled, then sewen onto the skirt base row by row.

I had a lot of trouble finding fabric for the top; I ended up dying some material and lace to make sure it all matched. The top was my own pattern. There were a few tricky bits, but after making the skirt, nothing compares.
